Civil time in United States
The United States uses several civil clocks at once. The cities published here already show the split: Honolulu stays on Hawaii–Aleutian time without DST; Los Angeles is Pacific Time; Chicago is Central; New York and Miami are Eastern. Each has its own IANA id even when two cities share an offset today.
Most US states observe daylight saving from the second Sunday in March to the first Sunday in November. Hawaii does not. Arizona (not in this set) mostly does not either. That is why a “US time” field on a form is not enough — you need a city or a zone id.
Do not copy America/New_York onto Miami in software just because both show Eastern Time this year. The identifier is what tzdb updates when a legislature changes the rules; the city name is what humans search.
